Most flood control dams in western Kansas are classified as “low hazard,” since very few homes and structures lie in close proximity downstream. HorseThief Reservoir will be designated as a “high hazard” dam.
A high hazard dam is defined as a structure whose failure could cause extensive loss of life or serious damage to downstream homes and businesses. At emergency spillway elevation, more than 7.5 billion gallons of water will be impounded.
Jetmore, Kansas, with a population of nearly 1,000 residents, lies only 8 miles downstream. Hence, the high hazard classification.
